One row per article; rows that share a reference are one parcel. Each parcel comes back as an informal entry — type 11, and type 13 for international mail — built, validated against the rules CBP publishes and transmitted, with the answer of CBP written next to the row it came from.
The sheet asks for the tariff number, the value, the origin and the quantity. The unit, the duty and the additional tariff lines are worked out by the engine.
